Authorizing the Mayor to enter into a grant agreement with ConnecToledo to support the purchase and installation of wayfinding signs in District 3; authorizing the expenditure of $50,000 from the Capital Improvement Fund District Improvement Program (DIP) in District 3; and declaring an emergency.

Summary

Toledo’s District Improvement Program (DIP) Review Committee recommended two City Council allocations. The first would provide up to $50,000 from District 3 funds for approximately six East Toledo wayfinding signs connecting highways, bridges, neighborhoods, and destinations. ConnecToledo would manage installation, while the City would initially own and maintain oversight of the signs. The second would provide $12,920 for a five-year RightHear pilot in Ottawa, Navarre, and Pontiac parks, allowing visitors to scan QR codes for spoken descriptions through an app; implementation is targeted for completion by the end of 2026. The DIP funds community-based capital projects with public benefit, subject to Council approval and available district funding. Other proposed projects remained under development pending costs, locations, or coordination.
