Authorizing the Mayor to enter into a five-year implementation and software subscription contract with RightHear for an interpretative signage pilot at multiple City parks; authorizing the expenditure of $13,600 from the Capital Improvement Fund District Improvement Program (DIP); and declaring an emergency.

Summary

At its August 11, 2026 meeting, Toledo’s District Improvement Program (DIP) Review Committee recommended two projects for City Council approval. It endorsed up to $50,000 from District 3 funds for approximately six East Toledo wayfinding signs, while noting possible coordination with the Front Street project. It also approved a $12,920 pilot for RightHear interpretive signage at Ottawa Park, Navarre Park, and Pontiac Preserve. The five-year technology uses QR codes and spoken descriptions to improve navigation and access for residents with sight impairments. Other District 3 proposals remain under development pending costs and coordination. Established in 2018, the DIP supports community-benefiting capital projects that remain City property; funding is subject to Council appropriation.
