Description

Pertaining to Board approval to use Master Contract No. 4747 with Jacobs to provide engineering services to conduct a feasibility study for removing the Low Service Reservoir from service for future structural condition assessments and maintenance.

Summary

Saint Paul Board of Water Commissioners Resolution 26-1512 authorizes Saint Paul Regional Water Services (SPRWS) to hire Jacobs under Master Contract 4747 for a feasibility study on taking the Low Service Reservoir, built in 1923 and serving much of downtown, offline for inspection, rehabilitation, or replacement. The study will assess effects on pressure, storage, fire protection, reliability, pumping, and surge risks; compare the risks of continued operation; and evaluate alternatives such as surge controls, pressure-reducing valves, and replacement storage. Jacobs will provide recommendations, cost estimates, and a technical memorandum within approximately six months, at a maximum cost of $84,348. The resolution supports infrastructure planning while helping protect reliable water service during future reservoir work.
