Summary
Seattle’s Street Improvement Permit (SIP) system regulates major construction and improvements in the public right-of-way. Under Seattle’s Land Use and Street Use codes, SDCI determines required improvements, while SDOT reviews designs and permits construction. SIPs are required for projects such as new sidewalks, curbs, utility extensions, street widening, substantial paving, and major civic developments. They affect developers, businesses, residents, and public agencies by coordinating private projects with accessible sidewalks, transit access, utilities, landscaping, and street safety. A streamlined “SIP Lite” process applies to smaller projects, including ADA curb ramps and limited alley work. In the last 90 days, standard SIPs took 1,343 days total at the 75th percentile, while SIP Lite permits took 848 days, with delays linked to incomplete submissions and review capacity.
