San Jose weighs stormwater plan with six potential regional projects

San Jose staff presented a draft Green Stormwater Infrastructure Plan that would shift runoff treatment toward plants, soils and natural systems on public and private land. The plan identifies six potential regional projects, with River Oaks Pump Station and Kelley Park Stables ranked highest for possible design and construction within three years. Sixteen community emails and two park-advocacy letters raised concerns about using Kelley Park Disc Golf Course and protecting park uses. The Transportation and Environment Committee was scheduled to consider the plan before a City Council decision in September 2019 and a September 30 submission deadline to the Regional Water Quality Control Board.
