San Jose plans to extend pause on detention facility applications
San Jose plans to extend its citywide pause on applications for new, expanded or repurposed detention and custodial facilities through Jan. 13, 2028. The pause would cover private and public property, with exemptions for facilities such as juvenile treatment centers, licensed residential care homes and public-health quarantine sites. Staff will research zoning, infrastructure, environmental impacts and safety, conduct outreach, and propose permanent rules. The council is scheduled to decide Nov. 3, 2026; no direct fiscal impact is expected.
