San Jose plans tougher solid-waste rules and construction recycling requirements

San José plans to update solid-waste rules for residents, businesses, retailers and construction projects citywide. The changes would standardize container placement and service requirements, prohibit unauthorized use of containers and services, align carry-out bag rules with state law starting January 1, 2028, and modernize construction debris recycling requirements. Fines would rise for container violations, from $100 for a first violation to $1,000 for a fourth or later violation, while carry-out bag fines would reach $5,000 per day for third and later violations starting in 2028. The council is scheduled to consider the changes October 27, 2026; no vote is recorded in the source. File 26-1115.
