Summary

Sacramento’s Community Police Review Commission will discuss the 2025–26 Sacramento County Grand Jury report and send comments to the City Council. The report examines the Commission’s role in advising on Sacramento Police Department policies and finds that limited staffing, training, public outreach, tracking, and response requirements restrict its effectiveness. Of 178 recommendations submitted since 2016, SPD voluntarily implemented 10 and the Council adopted one. The Grand Jury recommends a public website and contact information, formal written responses and timelines from SPD, Council review and public tracking of recommendations, commissioner training, and action on a 2021 City Auditor report. The Commission may comment but is not responsible for the City’s legally required response; the Council must respond to all findings and recommendations within 90 days.
