Description
Education & Human Services Standing Committee September 10, 2026 Staff Report
Summary
The September 10, 2026 Education and Human Services Standing Committee agenda covers Richmond schools, human services, nonprofit grants, and juvenile justice. The Richmond Thrives program is restructuring City support into four competitive grant areas: Arts and Culture, Children and Families, Economic Mobility, and Health. Independent grantmakers will manage applications and scoring, while the City sets priorities, prevents duplicate funding, oversees performance, and reports to Council. FY27 applications run through September, with awards expected in November–December and some health funds in early 2027. The committee will also consider ORD. 2026-191, accepting and appropriating $137,038 in state Byrne/JAG funds for trauma-informed care, rehabilitation, staff training, and improvements at the Richmond Juvenile Detention Center. The grant is temporary and adds no positions or capacity.
