Phoenix’s Downtown Arts Vending on Private Property Pilot Program creates a 12-month, 12–First Friday permitting framework within the Downtown Code’s Arts, Culture and Small Business Area. Property owners or authorized tenants may host locally made art, crafts, and certain food items on private property; general merchandise and personal services are excluded. Up to 25 administrative permits and five public-hearing permits may be issued per event. Fees are $135 for administrative permits and $1,380 for permits requiring hearings.
