Description

Community Assistance Program (CAP) Expansion Implementation Report - Citywide

Summary

In July 2026, Phoenix’s Community Assistance Program (CAP) recorded 1,560 service calls through its behavioral-health system, including 653 transferred from Police Communications. CAP operated nine 24/7 Behavioral Health Units (BHUs), six Crisis Response Units (CRUs), and round-the-clock dispatch, with recruitment continuing. BHU calls reached 7,427 during the first seven months of 2026, a 96% increase from 2025; police-transferred calls rose 128%. BHUs provide an alternative to police or fire response, while CRUs work alongside them. In July, BHUs contacted people on 606 calls and CRUs on 341, serving adults and children across mental-health, social-service, death, and other situations. The data highlights expanding city services and coordination while noting that calls, contacts, and individuals served are not identical measures.
