Summary

Oakland staff recommends Council approval of five-year labor agreements, covering July 1, 2026–June 30, 2031, with the Police Officers’ Association’s rank-and-file and managers units, plus a salary-ordinance amendment extending wage increases to certain unrepresented sworn employees. The agreements provide 14% cumulative base-wage increases, an additional 5% adjustment for police captains, higher longevity and bilingual pay, and changes to promotions, overtime, grievances, policy access, and case-closure notifications. Employees will gradually pay more toward health premiums and pensions. The estimated net City cost is $72.1 million over five years, reaching about $29 million annually in year five.
