Summary

The Vine Street Community Improvement District (CID) is a Missouri political subdivision created by Kansas City Ordinance No. 210733 on August 26, 2021. It is intended to fund public improvements, redevelopment, operations, and related financing within the district, potentially through a CID sales tax or assessments. During FY2026 (May 1, 2025–April 30, 2026), development remained underway, no tax or assessment had been adopted, and the CID reported no revenue, spending, or cash balance. Its proposed and adopted budgets for the following fiscal year also show zero activity. The five-member board includes representatives of local businesses, property interests, and Kansas City’s city manager. The bylaws require written resolutions, annual budgets and reports, recordkeeping, and compliance with Missouri’s Sunshine Law, supporting public access and oversight.
