City would close Jacksonville Heights right-of-way for St. Vincent's development

The city would close and abandon an unopened, unimproved portion of an unnamed right-of-way in Jacksonville Heights, in Council District 12, at the request of St. Vincent's Health System, Charles Crum Jr. and Roger Crum Jr. St. Vincent's now owns the affected parcels and wants to include the area in a proposed medical and mixed-use development. The applicants paid a $2,091 fee, and the closure is conditioned on St. Vincent's signing a hold-harmless covenant before the closure can be recorded.
