INTERLOCAL AGREEMENT BETWEEN THE DELRAY BEACH COMMUNITY REDEVELOPMENT AGENCY AND THE CITY OF DELRAY BEACH - FOR LITTER PREVENTION SERVICES

Summary

The proposed interlocal agreement lets the Delray Beach Community Redevelopment Agency (CRA) fund two City Litter Prevention Officers serving CRA Subareas 3, 4, and 8 and portions of the Clean and Safe District. Officers would work seven days a week in split shifts, addressing litter, debris, trash, and graffiti. The agreement, effective October 1, 2021, renews annually if budgets allow and may be canceled with 30 days’ notice. CRA funding covers specified salary and benefit costs, with future funding subject to annual budgets and caps. The City must submit quarterly expenditure, activity, photo, and GPS reports, while public-records and audit requirements promote oversight. In 2026, the City also proposed moving the positions from Sanitation to Code Enforcement, maintaining CRA-funded services and adding performance tracking.
