Parking Tax – Special Fund for Fair Elections Surcharge FOR the purpose of imposing a surcharge on the City’s parking tax; directing the proceeds of the surcharge to the special fund for fair elections; and repealing an obsolete moratorium.

Summary

Baltimore City Council Bill 26-0213 would add a 0.5% surcharge to the existing 20% parking tax on fees charged for parking, including hourly, daily, monthly, and longer-term parking. Parking lot and garage operators, along with facilitators, would be subject to the surcharge through the tax system. The Director of Finance would collect the revenue and deposit it into the City’s Special Fund for Fair Elections, which supports public campaign financing. The bill also removes an expired moratorium on increasing the parking tax. If enacted, it would take effect 30 days after enactment.
