Pulaski Street, Harlem Avenue, and the Land of National Railroad Passenger Corporation (Amtrak) FOR the purpose of condemning and closing portions of certain streets and alleys bounded by W. Lafayette Avenue, N. Brice Street, W. Lanvale Street, N. Pulaski Street, Harlem Avenue, and the Land of National Railroad Passenger Corporation (Amtrak) as shown on a plat numbered 316-C-6 Series for Group B prepared by Whitman, Requardt & Associates, LLP and filed in the Office of the Department of Transportation; and providing for a special effective date.

Summary

Baltimore City Council Bill 26-0209 would condemn and permanently close portions of five streets and alleys in West Baltimore’s Midtown-Edmondson neighborhood, between W. Lafayette Avenue, N. Brice Street, W. Lanvale Street, N. Pulaski Street, Harlem Avenue, and Amtrak property. The parcels total about 35,287 square feet (0.811 acres) and are intended to support construction staging, access, and site consolidation for Amtrak’s Frederick Douglass Tunnel Program. The affected rights-of-way are surrounded by Amtrak land, serve no through traffic, and do not provide access to privately owned property. City and other utilities must be protected, relocated, or removed under specified conditions, while the City retains access for maintenance.
