Property Tax – Credits – High-Performance Newly Constructed Dwellings – Termination of Program – Repeal FOR the purpose of repealing the termination provision for the property tax credit program for high performance newly constructed dwellings.

Summary

Baltimore City Council Bill 26-0207 would repeal the provision ending the property tax credit for high-performance newly constructed dwellings. Current law bars owners who settle on qualifying homes after June 30, 2027, from applying for the credit. Removing that language would eliminate the scheduled expiration and allow the program to continue, subject to existing eligibility requirements. The measure affects owners and future buyers of qualifying newly built homes, as well as city tax administration and development agencies. The City Law Department states that Maryland law permits Baltimore to establish the credit’s duration and concludes the bill is legally sufficient. If enacted, it would take effect 30 days later.
