Resilience Authority of Annapolis and Anne Arundel County - Membership and Director Appointment Changes For the purpose of revising certain requirements for membership of the Resilience Authority of Annapolis and Anne Arundel County; revising the process for appointment of the Resilience Authority Director; and generally relating to boards, commissions, and similar bodies.

Summary

Ordinance O-21-26 would amend Annapolis City Code to align the City’s rules for the Resilience Authority of Annapolis and Anne Arundel County with County legislation enacted in 2026. The 12-member board would include at least 10 Anne Arundel County residents, including three Annapolis residents appointed by the Mayor. The Authority’s board, rather than the County Executive, would appoint, evaluate, and remove its director, who would become an Authority employee reporting to the board. The board would also establish the director’s qualifications. The Authority funds and manages projects addressing severe weather, climate change, and natural disasters. The ordinance affects the City, County, Authority board, and director, promotes consistent joint governance, and is expected to have no fiscal, operational, or staffing impact on Annapolis.
