Summary

The bylaws establish the City of Ann Arbor’s Elizabeth Dean Fund Committee (DFC), created through City Council resolutions beginning in 1975. The seven-member volunteer committee advises on funds bequeathed to maintain, repair, and replace trees on City property. It may review the annual Dean Trust Fund budget, evaluate planting and maintenance requests, and support public tree-awareness events. Members are appointed by the Mayor with Council approval, serve staggered two-year terms, and must generally be City electors. The bylaws require conflict-of-interest disclosures and recusals, define officers and quorum rules, and require public meetings, notice, minutes, and public comment under Michigan’s Open Meetings Act.
