Resolution to Approve the County Mental Health Millage Grant Agreement between the City of Ann Arbor, the Ann Arbor Housing Commission, and the Ann Arbor Housing Development Corporation

Summary

This agreement directs the City of Ann Arbor to provide the Ann Arbor Housing Commission (AAHC) 40% of the City’s annual rebate from the Washtenaw County Community Mental Health and Public Safety Preservation Millage, subject to yearly City Council budget approval, through fiscal year 2034. The AAHC and its nonprofit affiliate, the Ann Arbor Housing Development Corporation, will use the funds to contract with nonprofit providers serving public-housing residents and voucher participants. Services may include mental-health care, substance-use recovery, medical care, domestic-violence support, child care, transportation, legal assistance, employment support, and housing-stability services. The agreement establishes funding formulas, performance measures, procurement duties, reporting and audit requirements, nondiscrimination and living-wage obligations, and allows the City to suspend funding for noncompliance.
